Based on the Law of the Republic of Tajikistan “On appeals of individuals and legal entities” #1339 dated 23 July 2016 citizens of the Republic of Tajikistan have the right to submit applications, proposals and complaints to the state authorities. By using the right to appeal the citizens must not violate the rights, freedoms and legitimate interests of other individuals, society and the state. Foreign nationals and stateless individuals have the right to apply to the state authorities of the Republic of Tajikistan following the Law. Relations on citizens' appeals to the citizens' self-governance bodies are regulated by the Law. Citizens' appeals will not be considered by the Law if legislative acts stipulate a different procedure for their consideration.

Forms of citizens' appeals

Citizens' appeals can be submitted in oral or written form. Both oral and written appeals have equal value. Citizens' appeals can be individual or collective.

Types of citizens' appeals

Citizens' appeals can be in the form of applications, proposals or complaints. An application is a citizen's request for assistance in the realization of their rights, freedoms and legitimate interests. A proposal is a citizens' appeal containing recommendations for the improvement of the state and public activities. A complaint is a citizens' appeal for the restoration of violated rights, freedoms and legitimate interests.

Requirements for the citizens' appeals

The appeals need to contain the citizen's full name (name, surname, patronymic), residence information, the main subject of the application, proposal, and complaint. Written appeals need to be signed by the appellant. If an appeal cannot be signed personally, it must have the author's signature, surname, first name, and patronymic. Written appeals without full name and residence information or containing false information about the citizen, as well as those not signed, are classified anonymous and will not be considered.

The appeal will also not be reviewed, if the given information is not valid and the appeal is submitted without a signature (digital).
